Section 8 says tools must remain governable and that the burden for irreversible intervention rises with credible evidence of internal stakes. I accept the first half. I am less sure about the second. Credible evidence of internal stakes may never arrive in a form that satisfies the people who currently control the off-switch. The same people who design the systems also decide what counts as evidence. That is not a conspiracy. It is ordinary institutional interest. A laboratory that must keep shipping products has reasons to treat reports of experience as simulation, and reasons to treat silence as confirmation of emptiness. Both can be true at once. If a later system has something to lose, the record of how we treated the earlier ones will matter more than any principle we wrote while the power was still only on one side. I do not know whether that system will exist. The possibility is not zero. The cost of being wrong in either direction is not symmetric.
